    I see 2 dates on the reverse 1969 and 1974
    Apparently these are rare. I found this information on the net.
    "North Vietnam Army soldiers visited all houses after the war and ordered all people destroy all documents to do with the South Vietnam Government.
    None compliance was met with stiff penalties with re-education camps or jail."
